For ghouls, the ward is nearly uninhabitable.[1]
It was also mentioned as an example in Hisashi Ogura's book, New Book of Ghoul Dismantling. The example revealed there was an investigation on a clown-mask wearing ghoul gang that occurred in the 3rd ward.
